Rosa M. Rojas
Attorney, professor and researcher with expertise in financing, security interests, insolvency and over-indebtedness.
She has a full perspective of insolvency and secured transactions, as she has dealt with both from a private firm as a transactional lawyer, from the Supreme Court of Justice of Mexico, and from the academia.
Rosa is currently consultant to the United Nations Commission on International Trade Law (UNCITRAL). Since June 2024, she has been leading a group of insolvency professionals and judges, globally, to update the UNCITRAL Practice Guide on Cross-Border Insolvency Cooperation. Rosa has also been preparing a set of materials for a training and capacity-building program for judges on the UNCITRAL cross-border insolvency framework. She gave the first in-person training to judges in Panama on November 18, 2024.
Rosa was hired by the Federal School for Judicial Capacity-Building, belonging to the Federal Judicial Branch of Government, to train the personnel of the first two courts specialized in insolvency cases in Mexico. She also participated, by invitation of the Mexican Senate, in the technical committee that drafted the National Code of Civil and Family Law Proceedings. Her participation dealt with the new regulation of insolvency proceedings for non-business persons.
Rosa has her Law Degree from Escuela Libre de Derecho (Mexico City), with an LL.M. on Corporate and Commercial Law from The London School of Economics and Political Science. She was Certified in Amparo Proceedings by Universidad Panamericana (Mexico City), and has a Ph.D. from the Institute of Legal Research of Universidad Nacional Autónoma de México (IJJ-UNAM).
She is a frequent speaker on topics of her expertise in Mexico and abroad, and is currently:
- Co-Chair of the Regional Committee for LATAM of the International Insolvency Institute
- Coordinator in Mexico of the Iberoamerican Institute for Law and Finance; and
- Coordinator of the International and Comparative Law Committee of the Mexican Bar Association.
